He says power exists only when it is put into action and it does not mean a renunciation of freedo m or transferring of rights of majority to few. In a power relationship, power involves actions punish based on another persons actions and reactions. In this understanding,Freedom is a condition for the exercise of power and is exercised over free subjects, but only in as far as they are free. Foucault believes that power is productive, it is not a property of the state and it operates all social relations among persons.
